This is a one-of-a-kind prototype toy made by Hasbro in 1997, part of a proposal for Dinotopia a line of toys. The Skybax is fully disposable, with flapping wings, grasping claws foot and a removable seat for the action figure Will Denison.
As often happens with ideas for toys, this one has never seen the ground. The toy line was attached to a film at Columbia Pictures who went further in development, but never got the green light.
Edit: In the comments, Drew highlighted a Jurassic Park toy with remarkable similarity . I'm not sure, but it is possible that JP toy came first and they modded it out for the presentation Dinotopia
